The Junior Program Analyst will primarily support the PCT/BSI as a Credence Institutional Support Contractor (ISC). In this role, the selected candidate will provide support to technical or managerial staff, performing routine administrative and analytical duties. These duties range from tasks such as scheduling briefings and meetings and maintaining program files to more complex analytical tasks such as collecting, compiling, and analyzing data for various program documents. The Junior Program Analyst works closely with the assigned Branch and its technical units and provides input on related technical issues. The Junior Program Analyst also works with other members of the team (and potentially across other parts of the Office or the Bureau) to assist in areas within the purview of the assigned Division and/or Branch; assignments may include country backstopping, overall administrative support and other duties as assigned. The Junior Program Analyst ranks tasks in order of importance and impending deadlines and handles several tasks simultaneously. The individual is expected to become familiar with technical issues and policies pertaining to the public health focus area(s) of their assigned Office, Division, and/or Branch and must develop a working knowledge of applicable USAID policies and guidelines, as well as corporate practices and procedures. The Junior Program Analyst will be an essential member of the Behavioral and Structural Interventions Branch within Division of Prevention Care and Treatment (PCT), and will report on a day-to-day basis to a Branch Chief. The Junior Program Analyst provides support to the team, performing a variety of both complex and routine administrative and technical duties, with a higher or lower relative level of expertise and greater or lesser extent of required oversight and onsite management, depending on grade level.
USAID is at the forefront of the U.S. Government (USG) response in the fight against HIV/AIDS. USAID is a key partner in the President’s Emergency Plan for AIDS Relief (PEPFAR) and works closely with other USG agencies on this multi-billion-dollar initiative in developing countries around the world. The Bureau for Global Health Office of HIV/AIDS (OHA) is the center of HIV/AIDS technical leadership for the Agency with primary responsibility for the Agency’s HIV/AIDS program. OHA provides strategic guidance, technical leadership, and support to field programs in HIV and AIDS including direction on allocation of financial and human resources and technical assistance in design, implementation, and monitoring of HIV programs.
The Behavioral and Structural Interventions Branch (GH/OHA/PCT/BSI) provides technical and programmatic expertise to address individual behaviors, social and cultural norms, and broader contextual factors that influence HIV risk, vulnerability, and health seeking behaviors. The PA will support Branch Technical Units that focus on HIV testing services (HTS) and linkage to treatment and behavioral and structural interventions across HIV domains. The Branch guides development of effective HTS, social and behavior change interventions, applications of behavioral science, promotion of robust community-level responses, in order to expand and sustain the use of high impact services across the prevention and treatment cascades, contributing to positive health outcomes. The Branch applies multidisciplinary technical expertise, in-depth program data analytics, population-based survey data, and qualitative and quantitative research findings to advance implementation areas of relevance. It supports the USAID/GH headquarters and the Missions in the improvement, design and implementation of sound and gender-sensitive strategies and programs to reduce risk and transmission, and to maximize uptake of, retention in, and adherence to key HIV interventions. The Branch advises on strategies for engaging communities to strengthen local HIV responses and create sustained access, engagement and demand for high impact HIV interventions, and provides technical assistance in quality assurance, monitoring, and outcome and impact evaluation for its core intervention areas. BSI collaborates throughout the Office and with other USG Agency colleagues to develop PEPFAR policy, ensure uptake and appropriate utilization of and adherence to promising new biomedical innovations; access to HTS models; adaptation of programs to address HIV; and integration of behavioral, structural and biomedical strategies within a comprehensive, multilevel and multi-sectoral response.
This position will advance OHA’s 95-95-95 goals across the clinical cascade, with a focus on HIV Testing Services (case identification) and behavioral science, PEPFAR priorities that are currently understaffed in OHA. S/he will provide overall administrative support to the BSI Branch and its Technical Units, supervised technical assistance, project management, Mission support where appropriate, support with interagency processes related to COOPs, ST3s, and COP/ROP, and general support for policy and programming across populations and age groups, with a ‘first 90’ focus. This position does not duplicate any other positions within PCT Division or OHA. The Junior Program Analyst time will be split between administrative tasks (approximately 60%) and programmatic or technical tasks (approximately 40%) and may require considerable onsite management oversight and guidance. Responsibilities include:
- Research, identify, analyze, and update program and technical information.
- Coordinate and assist in financial management and tracking Mission field support levels for each GH project.
- Assist technical staff in supporting field as necessary; travel to USAID missions as necessary; track, oversee, coordinate, and report on field support.
- Maintain a filing system, including records retirement for GH/OHA/PCT/BSI, both paper and electronically.
- Assist in development and preparation of program documents, to include authorization documents, action memos, and PowerPoint presentations.
- Schedule and organize program, portfolio, and strategic objective reviews.
- Maintain databases and spreadsheets for program tracking and financial management.
- Review, update, and retire bureau and office files, both paper and electronically.
- Within assigned office/division, schedule and track technical meetings and special events.
- Plan and coordinate logistical support for conferences and events.
- Provide support to program management and financial monitoring.
- Coordinate oversight, management, and maintenance of the program and project files.
- Support Technical Advisors, Activity Managers and Agreement/Contracting Officer’s Representatives (AORs/CORs) to coordinate and manage project(s).
- Assist technical staff in the preparation of various program documents and correspondence such as project authorization documents, action memos, and waivers, ensuring that all documentation is complete and in compliance with USAID rules, regulations, and standards.
- Coordinate communications and meetings among staff and partners, including note taking.
- Provide backstop & Field support.
- Draft clear and succinct written summaries and/or Google or PowerPoint slide decks to help visualize data.
- Respond to Mission requests and help coordinate field requests for TA and provide support, as appropriate. Follow up to ensure completion of requests.
- Perform quantitative data & analytics.
- Perform routine and ad hoc data collection exercises and analysis of data as needed, with tight turnaround times.
- Assist with the development of team presentations including synthesized analysis products using Excel, Google sheets, Panorama, Tableau and/or other statistical software.
- Perform communications/ knowledge management activities.
- Support Division- and/or Branch-related communications to the field, including development and distribution of monthly newsletter and other relevant guidance.
- Schedule and manage relevant webinars with the Field to disseminate updates.
- Maintain division and/or branch documents within Google drive, internal website, and listservs.
- Perform administrative tasks.
- Schedule team meetings and events; Support team with general logistics/support; maintain team calendar, call lines, meeting setup and logistics.
- Provide support for hiring actions, onboarding of new staff, meetings logistics, Front Office taskers, and memos, as needed.
- Prepare agendas/slides, facilitate, and document minutes/notes of regular division and/or branch meetings, or other partner meetings, as required.

- Master’s degree and 1 year, Bachelor’s and 3 years, Associate’s and 5 years, or High School and 7 years of professional experience.
- US Citizen or Permanent Resident and ability to obtain and maintain a Facility Access Clearance.
- A demonstrated interest in global health, HIV/AIDS, behavioral science or social and behavior change programs, HIV testing services, and/or international development is desirable.
- Strong organizational skills.

- Some knowledge of USAID rules, regulations and capacity building concepts is a plus.
